Addressing the press after the meeting, the team confided that they have fathered a revolution that will help Kitui County and Kamba nation at large solve the perenial water problem predominant in the lower sahelian regions of the three Ukambani counties.

Mr Nyenya, a senior Knut official stressed on the importance of a water-secure community, adding that water scarcity contributes negatively to education in the region.

OPINION: KITUI MCAs AND THEIR BEGGING STRATEGY INITIATED BY RUTO

By Nicodemus Kakai Malilya

Kenya’s political graft has again revolved around its own axis sending its long tentacles to Kitui MCAs and thrusting them into a tumultuous centre of public glare.

The confetti of MCAs flocked for dinner hosted by the deputy president at his Karen residence. This comes as a surprise to many Kitui stakeholders, grass roots leaders and professionals because alot has been said about the DP, and a lot remains in question about the influence (if any) of the MCAs.

While the MCAs expressed their commitment to work fully and closely with Ruto for a sound partnership tailored to a balanced development, a cross section of embittered Kenyans feel that Ruto has already started his strategic campaign plans for his top seat come 2022. This is evidently shown by other series of meetings the deputy president has been having in the recent past with civil society and other stakeholders in other parts of the country. However, what Hon. Nimrod Mbai forgot to mention to the DP is that he actually presented to him a circus of politically barren legislators, most of them who can’t even retain their seats come 2022!

The 15 faces of confusion included Hon. Wangunze, Philma, Ndoo Mbaki Mbaki, Nzamba, Kyene, Luusa, Masaku, Kivali, Katheke, Sammy, Kawaya, Mbiti, and Hon. Ndile. The purported mobilizer was Hon. Mbaki, the former minority leader and a man whom it seems bad omen really loves to follow!

In Yatta/Kwa Vonza ward, Mbaki has over five strong competitors, including his first runners up Mr. Nding’o and the former MCA Hon. Kililiku. The once flamboyant legislator has totally lost his taste with the people, after he tried to blackmail the county stone crusher project into including him as a direct beneficiary. The distraught chap has resulted to yapping on radio and social media about the crusher, yet he has never raised a single question on the issue in the county assembly! A deeper look into the past of Mbaki reveals that he has lost all his political battles on the floor of the house. He failed to see an impeachment motion he’d tabled against the governor come true. He fought the PSB nominees list, yet the assembly still passed the names. Looking back to when he was the minority leader, the opposition successfully passed THREE impeachment motions! Solely driven by a desire akin to that of a jilted lover, the former minority leader, who was dropped from the post because of misadvising the governor has nothing worth the name to bring into the DP’s camp; save for drama and immature emotional tantrums. Oh, did I forget to mention that he actually pocketed all the “chai” the DP gave him to share with his fellow clowns after the dinner?

Surprisingly, the deputy president who is not in the same political league with the most powerful kamba leaders like Charity Kaluki Ngilu and Stephen Kalonzo Musyoka is the same man who the MCAs went to see. This has raised eyebrows of many. If really meeting the deputy president was done by the MCAs for the interest of the Kitui people, then why were people like Charity Kaluki Ngilu and other prominent leaders not involved? Who is in a better position to meet the deputy president to discuss with him on matters related to development of their county? Were the MCAs betraying the governor or sabotaging her? Not at all. Atleast not the 15 in this picture. There are only a few personalities in the county assembly of Kitui that can impact on the direction of Kitui County Politics: The Speaker Hon. Ndoto, The Majority Leader Hon. Tangawizi, The Minority Leader Hon. Nganga, Majority Whip Hon. Kivunzi, Minority Whip Hon. Katumo, and the former Deputy Speaker Hon. Kasee Musya.

Besides, why did the meeting take place at The deputy president’s residence? Where are such matters supposed to be discussed? And if the Deputy president is ready to change the phase of development in the whole country as he alleges, why is he targeting counties that have greater number of people? The development plan he is talking about is part of the strategies that the jubilee government promised to deliver to people. Why is the deputy president acting on his own without involving the president? Who is the head of state? Is Ruto the acting president or president in waiting?

All persons detect dubious games and graft. Ruto’ is initiating his campaign process in the name of discussing revolutionary measures. Kenyans are aware that the MCAs left the deputy president’s residence with a handsome package meant to oil their ambitions and strengthen them to derail the politics of kamba community. But although Hon. Mbaki pocketed it all and left them high and dry, the truth should be told to the DP; Hon. Nimrod Mbai brought you a basket of destitute future failures, who leave alone influencing your political direction in Kitui County, can’t even salvage their own skins in the next general elections!

The Kitui MCAs must stop their dirty games of lying to Kitui people that they went to discuss socio – economic transformation of Kenya with the Deputy president. Why didn’t they discuss it with the president? Or is it because the term of the current president is almost over and they are lobbying for more profitable posts in the coming government that is likely to be Ruto’s?

The DP was proudly presented with what can be termed figuratively as a loud political fart. But the day of recon is nigh, and the truth of the misfire shall gradually dawn on him as 2022 approaches.

UMAA DAM DECORDED: Truth behind the Long Silence of the Stalled Kitui Mega Dam

Kitui county governor Charity Ngilu and Assembly speaker George Ndoto shake hands during a past event. The two have been MPs for Kitui Central during the Umaa Dam mega scandal.

On the slopes of the Kavonge Hills, barely 10km from the county head quarters Kitui Town, skeletons of stalled heavy machinery litters the shrubby overgrown banks of River Mukolekya; forgotten effigies of a ghost dam that cost the country billions of shillings in the past decade.
Designed in 1992, the 2500 cubic meters capacity Umaa Dam was conceived as the ultimate solution package to the county’s chronic water shortages.

Twenty nine years down the line and over 1.2 billion shillings spent, there’s nothing to show for it, and the county is still grappling with water scarcity and droughts due to poor rainfall.
Kitui Newspaper takes you back in time, to the very beginning of the mega dam project that turned into one of the mega looting sprees for powerful individuals in the government, who today drive around in posh cars and even government bodyguards.

Part 1: Politics, Politicians and the Paper

Construction works for the Umaa Dam project kicked off in 2007, after over a decade of political tussles between the former Kitui Central MP Hon. Ndoto, now current speaker of the county assembly of Kitui; and the then sitting MP Hon. Charity Ngilu, now the Kitui County governor.

The ground breaking was warmly welcomed by the locals, who had great hopes that finally their perennial water problems would get a parmanent solution. Things however didn’t go as smoothly as anticipated and the project stopped after barely a year, with the contractor citing lack of funds to complete the project.

From National Assembly archives, in a hansard dated 10/09/2009, while responding to a question by Mr. Kaino  on the status of the construction of Arror and Chesuman dams in Marakwet; the then assistant minister for water and irrigation Mr. Kiunjuri went on record stating: “…..the Umaa Dam will cost the government another Ksh. 700 million….”
In another hansard, while replying to the issue raised by Hon. Charles Nyamao and Kiema Kilonzo on the acute water shortages within the old Kitui District (now Kitui County), the then Minister for Water and Irrigation Charity Ngilu(current governor) went on record saying: “… We also have another project, namely Umaa Dam, that can serve those areas(Mutitu and Kitui Rural constituencies). Once the dam is complete, all these people will get water….”

Also, on Thursday 12tth May 2011, the then Kitui West MP Hon. Charles Nyamai raised the issue again in parliament, citing acute shortage of water in Mutonguni and Matinyani districts(National Assembly hansards).

Upon disatisfaction of the responses given on the floor of the house by minister Ngilu, and following allegations of corruption during the procurement process, whereby the assistant minister for public works Kiunjuri accused the Water and Irrigation’s minister Charity Ngilu of influencing the tender awarding; two engineers, Wilberforce Odhiambo and Zablon Oonge were hired as private consultants to investigate the matter and report to the Parliamentary Lands and Natural Resources Committee. The committee was chaired by then Gachoka MP Hon. Mutava Musyimi. (Read more of this in Part III: The Stall and the Law suits)

The contractor, Draft and Development Engineers fully pulled  out of site in the year 2011, two years after the project had stalled due to political and financial pressure. The contractor had been paid Ksh. 824 million earlier, but launched a claim demanding Ksh. 1.6 billion, and a further Ksh. 97 million for “works completed”, although in some instances, the contractor had only managed 20% of the contract specifications. The contractor also moved to court stopping National Water and Pipelines Corporation (NWPC) from evicting him from the site.

NWPC had decided to take over the dam and complete it, after the afore-mentioned private consultants disclosed that by the time they met the parastatal’s tender Committee, the contractor had already been pre-qualified. NWPC had declared that it could complete the project with a budget of Ksh. 824 million, plus a 15% index margin as allowed in the contract.
The Mutava Musyimi led committee however cleared Draft and Development Engineers to be “… responsible and capable of completing the works…(when they) evaluated his bid…”

Later on, in 2018, a report by the Government Parastatals General Manager for Construction Eng. Ali Hassan, presented to the National Assembly Committee on Environment and Natural Resources (chaired by Hon. Kareke Mbiuki) cleared the contractor for payment: after “…long-drawn negotiations and verifications, the 1.6 b claim (by the contractor) was eventually downgraded to Ksh. 536 million…” The amount was paid to the contractor in 2018.

The Mwingi North MP Hon. Paul Nzengu, who is currently a member of the committee visited the dam, in company of other Committee members, that same year. The report from their findings had still not been made public by the time of going to press, but that nailed the last nail on the project’s coffin, and both the media and political class shifted their focus to other matters; turning a blind eye to the apparent runaway embezzlement of public funds and a multimillion shillings ‘dam’ that can’t even hold a gallon of water today.

Could powerful figures in the government have been complicit to this mega scandal? Why would IEBC clear the then Water and Irrigation’s Minister Charity Ngilu to run for a gubernatorial post in the 2017 general elections, with all evidence of the role she played in the Umaa Dam plunder contained in the Kiunjuri Dossier which the government possesses? Find out that and more in the next episode;  Part II: Japhet Rutere,The Cowboy Engineer behind Mega Dam Scandals.

Stephen Kasolo Exposes Fortune Mwikali, Apologizes to Fans

Award winning Kamba gospel maestro Stephen Kasolo has apologized to his fans for the foul language he used in the audios circulating on social media, claiming that co- singer Fortune Mwikali provoked him to extremes with her insults.

In an exclusive interview with the Kitui Newspaper this morning, Kasolo shared exclusive screenshots of threats and insults by Fortune, that range from accusations of being gay to rather personal insults on his family and  his physical looks.
In one of the shared conversations, Fortune appears to be blackmailing Kasolo; and she further confesses of being ‘an agent with a mission that only prayers and real prayers can stop’!

“As a man of God and a born again christian, I feel obliged to own up to my audios and apologize to both my fans and fellow artist for letting anger get the better of me,” admitted Kasolo. “Am only human, and anyone would have snapped too, under the weight of such deep insults,” he added. “Even our Lord Jesus Christ once lost his temper too.”

He further called upon fellow musicians to be wary of singer Fortune Mwikali as ‘she is an evil agent who’s out on a mission’.

“We really need to get down on our knees and pray hard,” beseeched Kasolo. “This lady is apparently on an evil mission, and if we don’t pray hard, the devil will disintegrate our ministry,” he added.

Fortune Mwikali broke into the limelight after she did a collabo with Kasolo, and since then, the gospel maestro and Kitole hit-maker has nurtured her musical career till they fell out a week ago.

Below are screenshots of some of the insults and messages (Viewer discretion advised: Extreme Language and content!)

What Kamala Harris` win means for Kenyan Women Leaders: Hon. Esther Ndile

Kamala Harris made global news just the other day when she became the first woman Vice President of the United States of America, a country that has boasted male domination since time immemorial!

With Kenya now on the verge of a possible referendum for new constitutional reforms, there are several leaves we can borrow from the Americans as one of the best models of democracy globally.

First; The role of women on the global political arena.

Globalization has made Women to suddenly come up & demand equal representation in leadership positions, as compared to the past where the woman’s position was traditionally in the kitchen & was only to be heard and never seen. The otherwise unexpected act by the American voter to vote in the duo with a woman Vice President is alone a big statement in itself! We have come of age and it is high time for us as Kenyans to accept that gender has no role to play when it comes to leadership qualities, & that no gender is more superior than the other.

Ad°

Let’s also shun away from the caveman’s mentality that feminine is the ultimate synonym for weakness. How I long for the day when the Kenyan president shall be female or if it’s a mn, then we have the Vice President from the opposite gender; Am deeply disturbed by events at a recent press conference where the governors were up-in-arms against the BBI recommendation that “ If it’s a male governor then the deputy should be a woman & vice versa”! We should also borrow a leaf of the US and endeavor to have the male presidential aspirants choosing women as their running mates and the other way round.

There’s so much we can pick from the U.S. in regards to equal opportunities for women, but I can’t outline it all in a single write-up. However, it is worth noting that leadership and gender are in no way synonymous; just like Carl Max once said about capitalism and democracy.

I believe that a day will dawn someday, here in our great country of Kenya and the Kenyan voter shall experience their wake-up call in realizing that both women and men can lead this beautiful country regardless of the archaic belief that one gender is “weaker”.

Lastly; in conclusion, I wish to specifically salute the Kenyan women who have gone ahead of us & made great sacrifices to create space and platforms for posterity’s sake.
For now, I remain hopeful that only time will tell. The future is bright for the women leadership, and the future is now!

Hon. Esther Ndile is the former vice-chair to the County Assemblies’ Forum (CAF), A Jubilee nominated MCA, a member of the Kitui County Assembly, and a passionate activist for women empowerment in Kenya. She recently also unveiled her bid to vie for the Kitui County Women Representative Post in 2022.

Opinion: Are some Football Kenya Federation (FKF) presidential contenders sincere about their protest of the electoral code in the fourth-coming national elections?

Nairobi, Monday, August 17, 2020, By James Kamau

On the surface some of the protests by certain candidates look justified. However, looked at deeply, it smacks of mischief and a certain fear of the polls.

Among the most contentious requirements is that candidates who want to contest must have served in any capacity for two of the last five years.

Surprisingly, those who have raised protest about the requirement qualify themselves raising questions as to their motive.

Do they really want elections in the first place or are they scared of losing?

Herbert Mwachiro is a former FKF Deputy Secretary General and is one of the presidential contenders in this year’s elections. but
surprisingly, Mwachiro has dismissed the requirement even though he is not barred considering that it is less than three years since he left FKF and therefore qualifies to contest.
So, one wonders, why does Mwachiro have a problem with this requirement? Or he is simply scared of the forth-coming elections as he does not have support on the ground.

Former FKF chairman Sam Nyamweya has been in the forefront of dismissing the newly released electoral code even though the last elections which he presided over had the same requirements.
Nyamweya also qualifies to contest having been the first chairman of FKF.

Nicholas Musonye who has joined Nyamweya in protesting the rules is a former Council for East and Central Africa Football Association (CECAFA) Secretary General a position he was forced out a few months ago. So, one wonders why he is opposed to these requirements.

As for Aduda, Twaha Mbarak, Alex Ole Magelo, and others, the least needs to be said.

Though they have also been vocal in protesting the requirements, they have no capacity to mount a stab at the top seat in FKF. They are just busybodies not keen on seeing the process end but are glad to cause as much delay as possible. The electoral board should ignore them with the contempt it deserves.

James Kamau is the outgoing FKF Aberdares Branch Secretary

OUR FUTURE AS A KITUI COUNTY DEPENDS ON HOW STRONG WE BUILD OUR INSTITUTIONS AND HOW FIRM WE ARE TO FIGHT CORRUPTION

[Disclaimer: The views and opinions expressed in this article are entirely those of the author. The Kitui Newspaper team and it’s associates do not bear in any way, the liabilities that may arise from the contents herein.]

Those accusing WIPER DEMOCRATIC PARTY MOVEMENT of the failed Ngilu Regime must rethink and ask themselves what has she done with billions allocated to kitui County over the last two fiscal years.
I wish to state that Political parties are organs that are supposed to draw best policies for citizens on way forward in making their lives better. Such institutions ought be articulate focused and more so citizens friendly as their ideas and challenges must be the guiding factor in planning and implementation. They must be true to what they stand for and not just tools to gain power to misuse.

WIPER DEMOCRATIC PARTY MOVEMENT of KENYA (WDP-K)is your ideal party that has the interest of all Kenyans as its core foundation. We strive to balance the social equation by seeking to maintain equality, Intergrity, justice and freedom to every member of our society. PETER MWIKYA KILONZO ALIAS TANGAWIZI, IS THE MCA ELECT ATHI WARD AND MAJORITY LEADER COUNTY ASSEMBLY OF KITUI

STATEMENT ON THE NARC’s RESOLVE TO DESOLVE KITUI COUNTY GOVERNMENT: CHARLES NGUU

DISCLAIMER: The views and opinions expressed in this article are of the author, and do not reflect in any way, those of the Kitui Newspaper or its staff.

I Charles Nguú wish to remind you of the following citations in reference to dissolution of a county government as per our constitution unless otherwise provided:-

“(1) The President may suspend a county government–

(a) in an emergency arising out of internal conflict or war;
or
(b) in any other exceptional circumstances.

(2) A county government shall not be suspended under clause (1) (b) unless an independent commission of inquiry has investigated allegations against the county government, the President is satisfied that the allegations are justified and the Senate has authorised the suspension.
(3) During a suspension under this Article, arrangements shall be made for the performance of the functions of a county government in accordance with an Act of Parliament.
(4) The Senate may at any time terminate the suspension.
(5) A suspension under this Article shall not extend beyond a period of ninety days.
(6) On the expiry of the period provided for under clause (5), elections for the relevant county government shall be held”. Considering the above conditions and the current economic trends with a government which is struggling with international and domestic loans, it would be an attempt in vain to dissolve a county government. I am almost sure the president would not even consider the process even if 1 Million signatures are collected and verified. This would come with costs within which an election should be held within the quoted period an referenced above. The government may not want to incur such unwarranted costs. My thinking, is this “the governor if he trully is equal to the call of dissolution should convince the DG, the assembly speaker and the MCAs who trully support the dissolution to resign with immediate effect. I am sure this will create a constitutional crisis that will require a petition which will lead to a dissolution. I am otherwise as others may be convinced the rest is or may be meant to create confusion and push time forward towards 2022. We may never get a United opinion on the way the county government should behave but need a United and working one. Did Kitui make a mistake/s? Is there an option of correction before 2022? Will a devided government deliver on its manifesto? If not, who do we blame? If we blame whoever we will or may, then what? Are there salaries being paid? If so, for what? Do we expect any changes before 2022?

Why the Controversial Self-made Youth Leader Moses (Munaa) was Arrested!

The self-declared Kitui County Youth Movement chairman Moses ‘Munaa’ Munyalo (front left) arrives for a function in the company of other Kitui county youth leaders. Moses was arrested today at the Office of the governor’s premises. [File photo]

The self-made Kitui County Youth Movement chairman Moses Munyalo alias Munaa was today whisked away in chains from the office of the governor by officers from the Kitui crime division, an incident that has left the public with raised eyebrows.

Reliable sources have confirmed that indeed Munyalo was arrested and is currently locked up at the Kitui Police station. The Kitui Newspaper can authoritatively report the reason for the arrest to be assault charges. The charges were filled by the Kivou Ward MCA Hon. Maema, following an incident that took place yesterday at the Office of the Governor compound; where Moses allegedly assaulted the member of the county assembly. According to our moles, Moses roughed up the legislator and threw him out of the compound, accusing him of being an enemy of governor Ngilu.

According to eye witness accounts, hon. Maema, who is a Wiper MCA, was roughed up and heckled by Munyalo and a group of unnamed accomplices. The crowd was baying for his blood, saying that he has no business coming to the office of the governor while it was people like him and other wiper MCAs who were sabotaging Mama’s development agenda in the county assembly.

Efforts to reach Hon Maema for comment were unfruitful by the time of going to press, but a colleague legislator, who sought anonymity confirmed that indeed the incident happened.

“Mheshmiwa Maema has sworn to push to the end to ensure that he gets justice served,” confided the colleague. “It’s so draconian and achaic for any Kenyan citizen to be denied access to a public office, leave alone get assaulted, on the basis of their political affiliations,” he added sadly.

Munyalo, who goes by many aliases, ranging from Mtu wa mkono wa Mama, Commander, Chief of staff, etcetera; is not new to controversies. Undisputably though, he’s most popular for his carefree spendthrift escapedes around Kitui town’s entertainment spots.

Apologize and Quit or Face Voters’ Wrath: Kitui Senator Chides Ngilu

The Kitui Senator Hon. Enoch Kiio Wambua has called for the public apology and resignation of governor Ngilu, for what he terms as the governor’s failed leadership and endless counterproductive political scapegoating.

In a public statement today, Hon. Wambua accused the governor of neglecting her duties to the people of Kitui, instead indulging in retrogressive national politicking shenanigans whose intentions can only bring zero benefits to the poor electorate of Kitui.

“This is very unfortunate: Charity Kaluki Ngilu has essentially abandoned her duties as governor of Kitui County and opted to be a messenger,” the concerned senator mused, “Her new assignment is characteristically simple but very evil; try to stand in the way of H.E. Stephen Kalonzo Musyoka and scuttle any attempts to seal a working relationship with President Uhuru Kenyatta.”

Senator Kiio went ahead to dismiss the governor’s latest rantings, that H.E. Dr. Stephen Kalonzo Musyoka has an evil hand in the county assembly and has been deliberately using the wiper MCAs (who form the house majority) to frustrate her development agenda, as ‘…a shame from a person who personifies failure, political treachery and deceit.‘ He challenged Ngilu to come public with any evidence for such allegations.

Ngilu must desist from dragging the name of Kalonzo Musyoka to her self-inflicted woes. If Ngilu really cares about the people of Kitui County, she must apologise to them for wastage of their time and theft of their resources by her administration and do the most honourable thing; resign.” Read part of the senator’s press release.

Senator Kiio termed Ngilu’s troubles as ‘self-inflicted woes’, drawing reference to the Finance Offices Fire incident that happened last year; and the pursuant report by the county assembly’s special committee investigating the incident.

“Last year, the County Assembly of Kitui adopted the report of a special committee investigating the cause of the fire that gutted Finance offices,” Hon Enoch Wambua revealed, “In the report, the committee isolated Ngilu, in her capacity as Governor of Kitui County, as the first person of interest and recommended that she be investigated.”

The senator further added that it was no longer a secret who Ngilu was working for, and that he wouldn’t look the other way as the governor looted dry the funds meant to benefit the people of Kitui county; simply because some ‘big shot’ was sheltering her from legal repercussions.

“We know who has been protecting her from facing the full force of the law over several and serious cases of corruption in her administration,” confided Senator Kiio.
“Both the messenger and her boss must prepare for a big shock,” He reiterated.

PRIDE AND PREJUDICE: CHRONICLES OF FALLEN CO ENOCH NGUTHU:

PART THREE:

CO. Nguthu’s fall from grace is a case of the multiple-malady phenomenon; where a patient has so many prevailing health conditions that the autopsy can’t accurately pinpoint his course of death. As a matter of fact, the CO has made so many blunders and an equal number of powerful enemies during his short tenure in the office, that the odds stacked against him couldn’t see him serve another week more in that office! We have hand picked some of the biggest misdeeds for you. This is the third episode of the intriguing tale of how pride sunk Enoch Nguthu’s Titanic:

4. Love, Hate, Betrayal and a bad Best Mate…

The story of Enoch Nguthu is a telenovela in its own full rights.
Our Alejandro, apparently, kept a secret steamy clandestine affair with a senior flowergirl in the executive! And in the flames of such a romantic bonfire, he scalded both his and her careers in a foolish display of affections that can only be likened to an adolescent romance.
The CEO, in an agitated outburst a few days to the sacking and cabinet reshuffles, ranted about the two love birds turning her offices into a brothel.
This is where it gets even more intense; she spilled the beans infront of the entire cabinet, where even his new boss was present!

Flash back, a few days before the new finance minister was appointed, he and Nguthu had fought at a local entertainment joint, allegedly over the very female companion! It took the efforts of the governor’s private security wing nicknamed ‘Men in Black’ to separate the testosterone-charged blows and kicks between our boy and his new boss.

Apparently, our flowergirl had been doubling up our Alejandro and his later-to-be new boss!
When mother superior broke the glass, the rivalry between our boy and his boss was rekindled.

Sources inside the finance department revealed that bitter exchange of words(and possibly threats) was overheard inside the new  finance minister, Ben Katungi’s office in the days to follow.
Waziri Katungi, who it’s worth noting that he earned the appointment through his closeness with the governor, vented his ire through insisting that if Ngilu didn’t fire Nguthu, then he’d resign pronto.

In part one, I narated how the former CECM Mary Nguli also expressed the same sentiments in her resignation letter.
This, seconded by the fact I also mentioned in part two, of how Nguthu insulted and threatened Blackie; the governor’s most candid advisor; left the governor with no choice but to fire the brat.

https://kituinewspaper.wordpress.com/2020/05/01/chronicles-of-the-fallen-co-enoch-nguthu-episode-2/

By and by, the odds were already stacked high against our boy since day one in his office.

Well, the wise say: show me your friends, and I’ll tell you the type of man you are. Enoch Nguthu, save for the telenovela, had only one friend and close confidante: the CO ministry of Environment and Natural resources; Mr. Clement Munyithya. Clement has of late been the only link between the disgraced CO and a section of bloggers who have been busy with frail attempts to defend Mr. Nguthu in social media platforms.
This best mate to our boy also has a history of serious issues. He was transferred from the ministry of Public Administration to the ministry of environment due to a character that’s almost akin to Nguthu’s.
CO Munyithya, working in cohoot with known accomplices(a story for another day..),numerously tried to fix the Minister Trade, Industry and Cooperatives, a docket he was also in acting capacity as the CO, with the EACC. This enraged the governor to such a grotesque scale that she immediately ordered his demotion to the SEKEB Secretariat office in Machakos.

However, nature came to the rescue of our guy, when the proposed candidate for the CO Trade unfortunately passed away, and the CO Environment Mr. Kimanga had already been transferred to replace him in the Public Administration docket.

Although this left Ngilu no choice but to transfer the guy to the vacant post, she couldn’t let it go without teaching our boy some manners. Many are aware of a story some time last year, when Ngilu’s closest goon populary known as Mbisi, stormed into  Clement Munyithya’s office and bashed in his face severally.

With such friends, and such a past, and such an attitude; it’s even sheer luck than fate, that CO Nguthu survived in that office for that long…

PART II: CHRONICLES OF THE FALLEN CO ENOCH NGUTHU

CO. Nguthu’s dismissal is a case of the multiple-malady phenomenon; where a patient has so many prevailing health conditions that the autopsy can’t accurately pinpoint his course of death. As a matter of fact, the CO has made so many blunders and an equal number of powerful enemies during his short tenure in the office, that the odds stacked against him couldn’t see him serve another week more in that office! We have hand picked some of the biggest misdeeds for you. This is the second episode of the intriguing tale of how pride sunk Enoch Nguthu’s Titanic:

Incase you missed Part One of this sizzling story, read it here:https://kituinewspaper.wordpress.com/2020/04/30/pride-and-prejudice-chronicles-of-the-fallen-finance-c-o-enoch-nguthu/

3. The Queen Trades the Pawn

The public is fully aware of the deep-rooted enemity between the governor and the County Assembly speaker Hon. George Ndoto.
In a house where the majority of members belong to the Wiper political Party, the same party that fronted Speaker Ndoto for the post; Ngilu’s minority party Narc has had no voice. Supplementary budgets have been shot down in an instant; impeachment motions tabled and passed without much hustle; and what Ngilu has termed as deliberate sabotage by the assembly.
Well, to comprehend how deeply rooted the enmity between Ngilu and Ndoto goes, one has to first dig back into well hidden history, that spans back to the youthful years of the governor ( but that is a story for another day).

It is a well-known fact that the executive has never had anything smoothly go through the assembly without the governor striking a compromise with the MCAs; a thing that has mostly been calibrated in monetary value.

Given the recent history of underdevelopment in the wards, the MCAs have been desperate for a compromise; since the financial year 2019/2020 is nearing the end, and there’s no tangible developments in their respective wards. Again, there’s been a ‘financial drought’ among the ward reps: most of them who don’t have established side-hustles, have had to get by with their salaries only- salaries that haven’t been timely to recall.

CLIDP tenders, what in the previous regime had been a saving grace for the MCAs dried up in Ngilu’s era. As a matter of fact, apart from the recently awarded CLIDPs, the MCAs have only seen one more in the financial year 2017/2018. That well noted, the ward reps saw the recent CLIDPs as an opportunity to redeem their declining popularity in their wards, and a reprieve for their already dwiddling bank reserves.
Consequently, they either influenced the tenders to their own companies, or loaded to have ‘friendly’ companies awarded the tenders.
But things would have gone smoothly, had our guy Enoch Nguthu not have been in office. He disappointed the companies proposed by the MCAs, replaced them with his own; and refused to compromise with them!
At this point, it is worth noting that the assembly passed the supplementary budget in March since the governor agreed to their demands that they be awarded CLIDPs.
The embittered ward reps, some of them who had rushed to complete the projects and were pushing for pronto payments; called for an urgent meeting with the governor and made known their anger.

Coincidentally, the governor was also feeling frustrated with the assembly’s delay in passing the names of her proposed Public Service Board nominees; and she was blaming it all on the speaker Hon Ndoto.
A deal was struck between the MCAs, led by the majority leader Hon. Peter Kilonzo aka Tangawizi and the deputy speaker Hon. Kasee Musya; to oust the speaker in return for the governor firing the finance CO Enoch Nguthu.
Although it was concealed as a meeting where free masks were handed out to the MCAs for distribution in their wards, the governor assured them that he was okay with the idea of working with the deputy speaker, who would step into the acting capacity once they passed a vote of no confidence to the speaker. The only member who walked out of this meeting was the Kauwi Ward MCA Hon. Jane Mutua aka Kavicky.

After two more meetings to refine the details of the deal, Ngilu fired her CO, and began the push for the speaker to convene an emergency seating of the house to pass the Public Service Board nominees. Although the hidden idea here was to have the MCAs table and pass a motion of no confidence with the speaker.
Hon. Ndoto however, privy to the devious plot,  refused to call the emergency session, inclining its justification on the recent ban of mass congregations during this period of the covid-19 pandemic.

But it was too late; the axe had fallen, and Enoch Nguthu had been sacrificed as a pawn piece does in the game of chess tosave the queen….

THE FIRST KAMBA KINGPIN: MULU MUTISYA ( The illiterate genius )

Mulu Mutisya was born in Wamunyu, Machakos County in 1920. There is scantly information about his education and schooling. Some say he might have never had any formal education.

Mulu Mutisya first came into political light when the then Ukambani kingpin and political giant the late Paul Ngei, a freedom fighter and a close ally of Kenyatta, came into the crosshairs of KANU. Ngei had joined the change-the-constitution group which was pushing for reforms which Kenyatta never wanted.. Aware that the Vice President would act for three months in the event of Kenyatta’s death, Ngei pointedly warned, “give me those 90 days and I will teach you a terrible lesson.” This the time Mutisya’s star shone brighter and eventually eclipsed Ngei’s in the eyes of President Kenyatta in 1974 when he took over as KANU’s branch chairman.

Though illiterate, Mutisya was a successful businessman who, in 1961, formed the New Akamba Union as an instrument for political mobilisation. Mutisya hailed from Machakos but held away throughout expansive Ukambani.

President Kenyatta nominated Mutisya to Parliament in 1974 alongside the late Njenga Karume of Gikuyu Embu, Meru Associations (Gema), attests to his political skills. Mutisya was to be a Nominated MP for 18 years and was appointed chairman of the National Water Conservation and Pipeline Company, a state parastatal by Mr Moi. This means Mr Moi too appreciated Mr Mutisya’s political acumen and rewarded him for his services. Among those who sought, treasured and religiously followed Mutisya’s Counsel is Former Vice President Kalonzo Musyoka. Many more paid homage at Mutisya’s court.

What Mutisya lacked academically, he more than made up for with his many special talents, he was witty, distinguished and comical in a traditional African sense. He was also blessed with a very dependable skill for mobilising grassroots support. Much has been said about the political feats Mulu Mutisya accomplished for President Kenyatta in Ukambani and he did even better under the regime of President Moi. Mulu Mutisya played political godfather to a galaxy of politicians and senior Government officials from Ukambani. Mulu Mutisya had unlimited access to the President both Kenyatta and Moi. President Moi did not hide his fondness for Mulu. Mulu travelled widely in the country during widely implementing political deals for Moi. He was a master in fixing political deals.

As the Ukambani main man during the single party Rule which was KANU and through the 90s, Mulu Mutisya was considered by most Kenyans as not well versed with other languages and would always make mistakes whenever he was addressing the public in English or Kiswahili. During the multiparty campaigns, Mutisya while addressing a crowd said that he will only support the multiparty idea ‘as long as there was only one multiparty called Kanu’.

Mulu is said to have been fond of confidently making serious grammatical mistakes due to his illiteracy. It’s said that one time Mutisya and the President Moi came back to the country from a foreign trip, they were asked how the trip was, Moi answered that it was fantastic, when it came to the turn of Mutisya, on hearing Moi’s answer he proceeded and said that the trip was ‘cocalastic’. The journalists busted out in laughter and Mulu Mutisya nodded his head in happiness knowing that he had spoken a very important thing making the journalists happy.

It’s also quoted that among many grammatically dead speeches Mulu Mutisya always made there’s one which stood out of the rest. Moi had visited his place and when Mulu stood to speak he said. “Baba wanasema Kenyatta ni hayati lakini wewe ni hayati kabisa. Nashukuru sana baba wa Taifa kwa sababu uliahidi kunya hapa ukaharisha, ukahaidi kunya hapa tena ukaharisha tena. Lakini leo Baba vile umekunya nataka nikuambie matako ya hawa mama wote ni maji maji tupuuu…”
(He was struggling to say that the President was better than his predecessor but he had postponed his visit many times. But now that he had come the issues of the Women in Ukambani was water shortage). Someone had written for him the speech just to make him look stupid and humourous at the same time.

Something also mentioned about how Mulu refused to pay hotel bill for ‘Total’ It is said that one day Mulu Mutisya went to a hotel with Kalonzo Musyoka and Gideon Ndambuki. After a few hours of enjoyment, Mulu called the waiter to bring the bill. The waiter brought the bill as shown below;
Mutisya 5,000/=
Musyoka 1,500/=
Ndambuki 2,000/=
Driver 1,500/=
TOTAL 10,000/=
Mulu Mutisya shouted “I will pay for everyone else but TOTAL must pay for himself. I didn’t invite him and besides he owns many petrol stations around the country. Let him pay for himself, I’m not running a charity organisation in hotels!

Although very much illiterate Mulu Mutisya was an extremely rich man, reason for his much influence. He is rumoured to have been the richest man in the entire Ukambani.

Those who fell out of favour with Mulu Mutisya, especially those from Ukambani, soon found themselves in serious trouble with State House. One of those who faced the music is one time powerful PC in Moi’s government David Musila. When Mulisa was working in Central Kenya as a PC he was fond of initiating development projects in Ukambani especially in Mwingi using his powerful position as a PC. This made Mutisya think that Musila was up to topple him out as the Ukambani Kingpin. He started blackmailing Musila from then onwards.

David Musila was in several occasions summoned to State House and forced to apologize for ‘disrespecting’ Mutisya. Musila reiterated that he was just implementing Government projects especially the Presidents agenda on soil erosion in Ukambani but Mutisya insisted that there was no project which was supposed to be initiated in the larger Ukambani without his permission. If it happened then that meant that the individual was fighting him politically which was a suicidal crime then.

After so many altercations with Musila over times. Mulu Mutisya planned to punish Mr. Musila for his ‘disloyalty’ to him. He influenced Musila’s transfer to North Eastern as a PC. At this time no government PC had gone to Garissa and came back alive because it was a hotbed of insecurity. Musila declined the transfer. Mutisya and his friends were overjoyed to hear that he had refused to his new posting. Mulu hastened to see the President and implored him to see what a bad man David Musila was.

He was labelled a rebel, and it was evident, they argued that he had a penchant for ignoring important government decisions, including presidential directives. What further proof did Moi need? In fact, Mulu Mutisya already had a replacement in mind for the President’s consideration. He was Mr. Simeon Mung’alla, District Commissioner 2 for Kisumu District, a humble and very likeable man. Mutisya had successfully brought down Musila a man who threatened his dominance as a kingpin in Ukambani.

Mulu Mutisya died in 2004 at the age of 84. Nobody has been able to take the trophy of political sycophancy from him to date. He was a super ‘unshaken’ excessively loyal sycophant of Presidents Kenyatta and Moi.

OPINION: Who is this man GMT Ottieno

The writer of this article is a retired Fóotball Referee

The football fraternity read with shock GMT Ottieno’s personal attack on Football Kenya Federation (FKF) president Nick Mwendwa.

In a piece in a local daily, the former referee claims that Mwendwa has clung into office after the Sports Dispute Tribunal (SDT) ruled that the team of office for the current office has expired.

The opinion itself is laughable considering that Mwendwa is hardly four years into office and the idea of clinging into office does not arise at all. At 78 years of age, GMT ottieno was already a referee while Mwendwa was just a tolder.

While many of his age-mates have either retired or died, GMT Ottieno has refused to leave the scene for younger people and continues to compete with them for secretarial jobs at the Kenyan Premier League (KPL)!

This is a job that should be carried out by GMT Ottieno’s grandchild and not even his son who must be older than Mwendwa whom he accuses of clinging into office.

So before GMT Ottieno accuses Mwendwa of refusing to leave office he should first of all look at himself.

Furthermore, the octagorian is behind the current wrangles bedeviling the Kenya Referees Association (KEFORA). The association has not held elections for the longest time and all because every time polls are due, GMT Ottieno runs to court to stop the process.

His time is fast running up as he cannot continue this way forever. Shamefully and being a member of the Sports Dispute Tribunal, he is not allowed to disucss matters before the tribunal.

By attacking the FKF president, GMT Ottienoe has proven that he doesnot udnerstyand his role at the tribunal as the matter is still active before the SDT and has not been concluded.

It is also shameful that GMT continues to discuss before the tribunal in public forums which in itself is unethical and for this alone, he should be kicked out.

But knowing the old man, he is full of bitterness and has never accepted that a young man much younger than his own son can be the president of the national federation.

It is something that GMT Ottieno has never accepted and has continud to show disdain for Mwendwa and the current office. It is time for GMT to go home and pave way for young referees to take over his role.

After all he has nothing to show for once being a Fifa referee where he served for less than one year and left under questionable circumstances.

FKF Branch officials dismiss normalization committee talk

All the 20 Football Kenya Federation (FKF) branch officials have dismissed suggestions to form a normalization committee insisting there is no crisis to warrant such an action.
The branches also pointed out that the current office has managed to create stability and resorting to a normalization committee will reverse all the gains that have been made in the last four years.
North East South chairman Abdulahi Salat said normalization committees are an opportunity for unpopular officials to come into office.
“We do not need such a committee for now. These are for weak people who have no support and are looking for short-cut to come into office. Let the elections be repeated since we have a board in place for that purpose.”
South Rift secretary Alfred Kirui termed the current office led by Nick Mwendwa is the most vibrant that has lifted soccer standards.
“We have a good infrastructure and the eligibility was brought in place to ensure that only those who are interested in football take up administrative roles,” he said.
Hussein Dima the chairman of Upper Eastern branch said since coming into office, there is a lot of progress at the grassroots.
“We have not missed any major events and avoided wrangles and maintained stability even though we came into office saddled by huge debts.”
South Coast chairman Gabriel Mghendi said those advocating for a normalisation committee have nothing to lose.
“They do not know the kind of impact that move can have. We are not in a crisis but this will push us into one.
Western branch secretary Kelwin Elegwa said the current officials have not refused to vacate office.
“Twice the electoral process was interrupted and it shows they were ready to leave if they lost. As it is, we do not have a vacuum at all to warrant a normalization committee.”
Branch Chairmen who supported this position include Michael Majua (FKF Nairobi East), Eric Makokha (North Western), Yobes Onkanga (Nyanza South), Kenneth Rutto (Central Rift), Gordon Davies Chege (Aberdares Branch), Bernard Lagat (North Rift Branch), Moses Akali (Western Branch), Fuad Ali (North Coast Branch), and David Bunei (South Rift Branch)

Shame as Covid-19 Exposes Priest’s Secret Love Affair

It’s a tough time for the Catholic Church, with its age-old  values of chastity  suffering virulent criticism; after a priest tested positive of the novel covid-19 virus; exposing a long-existing secret love affair that has lasted for years undetected.

The burble burst after the priest, who jetted into the country last week, before somehow circumventing the government’s mandatory quarantine directive and ending up in his home in Kitui; decided to savor the pleasures of carnal banality with his mistress. The mistress is roumoured to have spend around three nights with the priest at his home, before symptoms of the virus started manifesting themselves.

However, the public raised concerns over the free movements of the priest; who also hosted a home-coming party for his congregants immediately after and visited two different parishes in the Diocese he’d served as a priest in the past; drawing the scrutiny and monitoring efforts of the cleric by the Kitui County government ministry of health officials.
Following the strict measures by the government to quarantine every known contact to any confirmed case, the young lady was traced to her home in Kasyala in Kitui Central, and taken to the county isolation facility in Kauwi Hospital, Kitui West.
The Kitui-based priest is roumoured to have kept the secret affair with the young mother of one for years, since 2017 when he was the resident priest at the Kasyala Catholic Parish.
Efforts to contact the woman have been unsuccessful due to the strict measures by the government for such cases. However, an inside source in the MoH disclosed to Kitui Newspaper that the girl admitted to having an affair with the man of cloth, and having spend several steamy nights with him after he jetted back to the country from Italy last week.

Over 50 other people suspected to have come into contact with the priest are still being traced, including supermarket staff, bodaboda riders, Catholic faithfuls, and nuns from a convent within Kitui Town.

CCTV footage have been availed to help with the operation, with the Priest’s house-servant  already isolated at the Kauwi Hospital facility, and one unnamed person who was spotted chatting with the priest in a local supermarket already confirmed to be in self quarantine.

2.Why is no orthopedician in the Kitui level 4 hospital & how is the matter being addressed?

3.Why are there are no CT Scan & MRI services in the Kitui level 4 hospital & how is the situation being addressed?…Patients have to go to Machakos or Thika for these services.

4.Why were all sub county hospitals including Ikutha, demoted by the medical board to health centres status?

5.Why are there no adequate drugs in the health facilities..patients are forced to buy drugs from outside. And lastly but not the least,

6.Does the governor of Kitui appreciate the untlod suffering her administration has caused the people of Kitui on matters health including the fake KCHIC?

Waiting for answers from those in power not busy bodies.

Yet another of Ngilu’s Close CEOs Defects, Claims Life in Danger

Friday, September 20, 2019, Kitui.By Brian Peter.

The Kitui County Chief of Staff Mr. Crispus Ileli. [File Photo/©2019/Kitui Newspaper]

The list of Ngilu’s closest confidantes has weaned further, after yet another of her CEOs publicly dumped her camp today citing corruption, looting and bad governance that doesn’t have the interests of the electorate at heart. The Kitui County chief of staff Mr. Crispus Ileli, an enthusiast who has in the past so passionately and loyally accompanied Governor Ngilu to most of her public events and unrelentingly campaigned for the public support of her five-point development agenda, has finally tossed down his sword; for what he termed as futile efforts in getting the governor work for the best of the Kitui People and not a few individuals out to enrich themselves. He has also expressed fears that his life might be in danger, alleging that there might be a ploy to eliminate him after paid goons accosted him threatening to rough him up if he dared make his stand public.”This is my course of action for Kitui (county) to realize real development,” confided Mr. Ileli in an exclusive interview with the Kitui Newspaper.

The message Mr. Crispus Ileli sent to one of the Kitui WhatsApp groups today. The chief of staff in Ngilu’s government has chosen to join the bandwagon of top supporters of the governor over what he claims to be their lack of development agenda for the people.

Mr Ileli made news a day ago, after he bitterly exchanged blows with one of the governor’s top advisors Mr. Nene Nzyuko. The chief of staff later justified his outburst as an act of frustrations emanating from the fact that a group of less than ten individuals was milking the county coffers dry, instead of effecting the development they promised the citizenry back in 2017. He went ahead to pinpoint some of those people; a list that included the county boss and her two chief advisors: Mr. Nene, and Mr. Odanyiro(Populary known as Blackie).Further in defiance, Mr. Ileli has gone ahead to organize a string of public rallies dubbed Okoa Kitui; to be held on 25th September 2019. According to his communication team, the schedule for the rallies will be as follows:

  • 11.00 am-Noon ; Kwa Kilui Market in Kitui Rural
  • 1.00pm – 2.00 pm; Mutomo town in Kitui South,
  • 3.00pm -4.00 pm; Kyuso Market in Mwingi; and
  • 5.00pm -6.00pm; Kabati Town in Kitui West Sub-counties.

The Chief of Staff has joined a recently rapidly-growing list of Ngilu’s top officers and close supporters who have ditched the governor’s camp, with similar sentiments that it wasn’t in any way development oriented, but focused on massive corruption and enrichment of just a few. The Minister Health and Sanitation Madam Rosaita was the first to resign from her government in the first few months of her governance. Then the portal gaped wide; with the Finance minister Mary Nguli following suit, then the Kitui Town Administrator Mr. Meshack Nyenze, then the County Secretary Mr. Alex Kimanzi; just to name a few.The former Mutonguni MCA Hon. Daudi Baridi Mbevo also, last month, withdrew his candidature in the oncoming by-elections at the last minute, on interestingly similar grounds too! Hon. Mbevo had been elected to the assembly on a NARC ticket. It took the public by surprise however, when the Yatta- Kwa Vonza MCA Hon. John Kisangau (Populary known as Mbaki Mbaki) resigned from his post as the NARC Party minority leader in the County Assembly, quoting the same grounds as all his predecessors: Ngilu and co. were looting the finances meant for development, and his conscience could not allow him to be part of the spree! Hon. Kisangau has since become one of Ngilu’s harshest critics, exposing hefty secrets on how the governor orchestrated genius looting escapedes into the county coffers. In his most recent expose, the former NARC minority leader spilt the beans on how the governor had callously installed a close relative as a signatory in a local bank account that was paid millions for the controversial ballast crushing plant in his ward. The community has since the begining, refused to have the crusher installed at Kwa-Kilui in Kitui Rural Subcounty disputing the ownership of the plant and expressing fears that it can turn out to be an environmental and health hazard.

Now all spotlights are trained on the ever-thinning Ngilu’s team of close supporters; waiting to see her next course of action. The governor has in the past accused Wiper leader Hon. Kalonzo Musyoka of conspiring with his MCAs, who form the majority in the County Assembly, to sabotage her development agendas.

In other related news, the county staff have gone unpaid for three months now, leading to a general boycott that has seen almost all major county government departments grind to a halt. Almost all county offices have remained closed or almost fully deserted for weeks, with the most hit being health facilities and the revenue collection department. Hospitals and health facilities in the entire county have remained closed, forcing residents to seek medical attention in neighbouring counties or private establishments. The revenue collectors have also downed their tools for close to a month now, bringing down the county revenue collections to almost zero.
